Formulates and implements programs to ensure and improve the accessibility for passengers with disabilities and senior citizens as part of Capital Metro’s service provisions in compliance with the Department of Transportation regulations for the Americans with Disabilities Act (ADA) Title II. Serves as community liaison for persons with disabilities/senior citizens and the technical advisor for the board-appointed Access Advisory Committee. Serves as an in-house advisor and consultant to Capital Metro and StarTran, Inc. departments on all accessibility-related issues and regulations, providing updates to policies and activities as needed.


• Evaluates, develops, coordinates, maintains and complies with the implementation of the Department of Transportation regulations for the Americans with Disabilities Act (ADA).
• Serves as community liaison and acts as technical advisor with the board appointed Access Advisory Committee. Involves community stakeholders in testing and commenting on new policies, equipment and technology.
• Serves as ADA technical expert serving on teams responsible for contract review, policy development, communications planning and technical system design for operational vehicles and equipment.
• Proactively identifies potential systemic customer service issues and provides leadership in assembling resources for planning and implementing solutions.
• Collaborates with paratransit leadership to review and evaluate service delivery, design service solutions, review and revise policy and procedures and respond to customer concerns.
• Oversees and participates in customer appeal hearings for paratransit services.
• Develops and implements community outreach and passenger education training programs and operator and staff training and refresher training for awareness and sensitivity toward passengers with disabilities and Title II of the ADA.
• Serves as agency and community liaison for service complaints related to system accessibility and recommends solutions to line managers, executive management, and staff.
• Monitors service delivery for compliance with Title II of the ADA.
• Provides resources and guidance to HR staff for employee ADA accommodations requests.
• Performs other duties as required.


• Bachelor’s degree in Social Sciences or related field. Related experience may substitute for educational requirements on a year for year basis.
• Three (3) years experience working with management and oversight of transportation programs for passengers with disabilities or senior citizens or working for ADA advocacy in the community.
• One (1) year of progressively responsible experience in dealing with community relations, including researching and drafting responses to the public.
• Experience in interpreting and applying federal and state transportation and accessibility regulations
• Experience using PC-based word processing, spreadsheets, and e-mail applications.

• Ability to work flexible hours, evening and weekends when necessary.

SALARY RATE: $41,794.00 – $52,243.00
