Description – THIS POSTING IS SUBJECT TO CLOSE AT ANYTIME –

Provide legal advice, counsel and assistance to the Authority Staff and Board Members regarding general and transportation law under the supervision of the Chief Counsel. Responsible for the supervision of government law and litigation activities including contract and procurement administration, risk management, personnel administration and open government laws. Serve as backup to Chief Counsel.

PRIMARY DUTIES AND RESPONSIBILITIES:

Provide and advise staff regarding:
• Ongoing and proposed policies, programs and projects involving government law activities including procurements, Interlocal Agreements and contracts.
• Legal aspects of Authority’s ongoing and proposed real property interests.
• Employment law, personnel management, and compliance with applicable state and federal regulations and laws.
• Litigation risks associated with claims asserted, proposed programs and projects, and contractual activities.
• Governmental statutes, regulations or policies impacting Authority programs, practices and activities.
• Federal Transit Administration, Federal Rail Administration and Surface Transportation Board.
• Provide written legal opinions and advice to staff and Board of Directors as appropriate. Draft a variety of legal documents and perform legal research.
• Monitor and participate in litigation representing Authority’s interest; participate in or advise participants in hearings, and negotiate settlement as appropriate.
• Compliance with records management standards and company policy.
• Responsible for ensuring departmental compliance with the Authority’s Emergency Response Plan.
• Performs other duties as assigned.

Requirements EDUCATION AND EXPERIENCE:

• JD from an accredited law school and a licensed member of the Texas State Bar.
• Three (3) years of active practice of law including experience in contracts, real estate, public law and/or employment law.

KNOWLEDGE SKILLS AND ABILITIES:

• Excellent written and oral communication skills; interpersonal skills; research and analytical skills.
• Ability to establish and maintain effective working relations with employees, managers, the board of directors, outside attorneys, and the public.
• Knowledge of public sector laws, regulations and familiarity with federal, state, and local statutes and regulations.
• Skills in use of personal computer using word processing, spreadsheet applications and computerized legal research.

SALARY: $62,545.00 – 78,181.00
