This executive level position oversees the management of all contracted services related to Passenger and Freight Operations. This position is responsible for ensuring adherence to high operations standards for customer focused delivery of the following services; Commuter and Freight Rail service, and Right of Way and Vehicle Maintenance. This is accomplished by evaluating and supervising transportation personnel, creating and updating operating rules and procedures, preparing operating plans, oversight of vehicle maintenance standard operating procedures and oversight of all maintenance of way including track, bridge, signals and crossings. This position will oversee future rail activation and start-up activity including integrated testing to ensure delivery of a safe and efficient signal system and operation control center. Duties include developing and implementing a comprehensive implementation strategy, coordinating assigned activities with other departments and providing highly responsible and complex support to Operations and Maintenance.


• Create a comprehensive strategic business plan for area of responsibility.
• Integrates all rail business activities and functions with other Capital Metro departments.
• Develops and monitors adherence to consistent operations and safety standards for all Rail service focused on delivery of a safe and customer-focused experience.
• Oversee the contract management of Commuter and Freight Rail Operations for the Authority to ensure the highest level of customer service delivery while controlling cost and maximizing revenue.
• Oversees the Freight Rail business development and management, including business growth, infrastructure expansion and service delivery.
• Ensures adherence to all Federal, State and local regulation by both employees and contractors.
• Provides leadership in creating a vision, synergy and collaboration with Rail Operations, Freight Operations, Engineering and Construction, O & M Contracting Partner(s) and other contracting partners.
• Provides leadership in creating a work environment that encourages process improvement, communication, participatory decision-making and accountability.
• Develops, monitors and evaluates programs and resource budgets.
• Directs the development and oversight of Commuter and Freight Rail operating business plans that reflect the immediate and long-term strategic plans and goals of the Authority and its evolving vision as a provider, mobility manager and key player in the growth and development of Central Texas.
• Responsible for manager accountability for meeting organizational goals and objectives, financial planning and budget adherence.
• Coordinates with VP of Engineering and Construction on all design, engineering and construction activities related to the rail corridor to ensure consistent application of system design standards, compliance with FRA regulations and review and approve all changes that impact the infrastructure or the delivery of service.
• Develops and implements performance standards and measurements for Commuter and Freight Rail service success and ensures they are compatible with organizational performance standards. Provides the leadership necessary to commit staff managers to those standards.
• Monitors, measures, analyzes and reports overall rail service activities to ensure actual performance is consistent with organizational standards and objectives.
• Develops relationships with key business and regulatory partners.
• Oversees all Commuter and Freight rail operating initiatives.
• Conducts briefings for senior management, regulatory agencies and the Board of Directors regarding Capital Metro’s Commuter and Freight Rail operations.
• Oversees the development, execution and management of Capital Metro’s Commuter and Freight rail Long Range Financial, Operating and Capital Plan.
• Responsible for ensuring departmental compliance with the agency’s Emergency Response Plan.
• Exhibits personal and professional integrity at all times, consistent with the organization’s vision, mission and goals.
• Ensures compliance with records management standards and company policy.
• Supervises employees by planning, scheduling, delegating and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.
• Performs related duties and responsibilities as required.


• Bachelor’s Degree in Public Administration, Business Administration or related field. Related experience may substitute for education on a year per year basis up to four years.
• Ten (10) years of progressively responsible experience at a senior level in transportation, including three (3) years management experience in rail transit operations.


• Extensive knowledge related to the start-up of integrated rail systems, including signal (CTC), crossing, communication and vehicles.
• Knowledge and experience in managing to FRA standards and regulations.
• Knowledge and experience in developing and managing processes, procedures, standards and polices related to rail operations, vehicle maintenance, integrated rail systems and wayside maintenance.
• Team management skills to fully leverage talents of diverse people working together, and conflict management to deal with complex or sensitive situations and ensure the positive image of Capital Metro.
• Strong business knowledge or advanced understanding of the transit industry, and support of business objectives by developing integrated operational strategies and tactics.
• Knowledge and experience in the development, construction, and operation phase of rail systems.
• Ability to work effectively across all levels of the organization.
• Ability to comprehend complex materials such as technical, engineering, and regulatory requirements and make independent decisions or recommendations.

This position has been identified as a “Security Sensitive” position. Capital Metro will conduct annual background checks on incumbents in this position. A position is “Safety Sensitive” if its incumbents handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of Capital Metro that has been designated as a security sensitive area.

SALARY RATE: $116,664 – 145,830
